Farmington's zoning commission let the owner of a long-vacant office at 1422 Farmington Avenue turn it into a two-family home under Connecticut's new housing law, then adopted the town's own version of that law at the end of a four-hour meeting, after staff said they did not expect a vote. The rules leave residential neighborhoods out.
