Farmington Police Log, May 27: DUI Arrest on Scott Swamp Road, Warrant on New Britain Avenue

Farmington police logged two arrests Tuesday, including a DUI stop on Scott Swamp Road and a warrant arrest on New Britain Avenue.

Farmington police logged two arrests Tuesday — a driving-under-the-influence stop on Scott Swamp Road and a warrant arrest along New Britain Avenue — in the department’s daily log released Wednesday morning. Both defendants posted bail and are scheduled to appear in court June 9.

The blotter covers the 24-hour period from 7 a.m. Tuesday through 7 a.m. Wednesday.

DUI on Scott Swamp Road

Volodymyr Vorona, 64, of New Britain was taken into custody at 11:01 a.m. Tuesday on Scott Swamp Road. Officer MacKenzie E. Carruth made the arrest.

Vorona faces two charges. The first is operating a motor vehicle under the influence of alcohol or drugs, Connecticut General Statute 14-227a, which covers operation of a vehicle while under the influence of intoxicating liquor, any drug, or a combination of both. The second is following too closely with an accident, under C.G.S. 14-240(b). The traffic charge was filed in connection with an accident accompanying the stop.

Vorona was held on a $2,000 surety bond. A surety bond requires a licensed third-party bondsman to guarantee the defendant’s court appearance, with the bondsman bearing financial liability should the defendant fail to appear. Vorona posted bail and was released.

Warrant on New Britain Avenue

Norma Iris Ramos, 48, of West Hartford was arrested at 3:40 p.m. Tuesday at 319 New Britain Ave — a commercial corridor in central Farmington — on an outstanding warrant. Officer John M. Finn made the arrest.

Ramos was charged with sixth-degree larceny, Connecticut General Statute 53a-125b, the lowest larceny classification in the state’s penal code. The charge is generally applied to the alleged theft of property valued below $500.

A warrant arrest differs from an on-site arrest: in a warrant arrest, a judicial officer has previously reviewed the evidence and issued an order for the suspect’s detention. Ramos was held on a nonsurety bond of $1,500. Unlike a surety bond, a nonsurety bond does not require a licensed bondsman; the defendant is released on a signed acknowledgment of the bond obligation. Ramos posted bail and was released.

Recent enforcement activity

Tuesday’s arrests follow a period of active enforcement by the Farmington Police Department. The department’s May 15–19 blotter recorded three DUI arrests over five days. A May 18 crash on Meadow Road resulted in the death of a motorcyclist and a driving-under-the-influence charge against the driver of a Silverado. A separate Farmington Mercury log published Tuesday covered an additional arrest on Colt Highway.

Scott Swamp Road, where Tuesday’s DUI stop occurred, has been a recurring location in the department’s public arrest logs.

Both defendants are scheduled to appear in court on June 9.
