FARMINGTON — A Windsor man was arrested twice at 10 a.m. Thursday, both times at the courthouse and both times on a charge of failing to appear in court, according to the log covering 7 a.m. Thursday through 7 a.m. Friday. The two charges carry the case numbers of his two earlier Farmington larceny arrests, from March and July. The log before it was blank.
Thursday, Sept. 17
10 a.m., GA 18 in Torrington, the Superior Court location that handles Farmington criminal cases. Officer Jeffrey A. Glaude arrested Brandon Lee Freeman, 45, of Windsor, and charged him with second-degree failure to appear under section 53a-173(a)(1) of the Connecticut General Statutes. Bond was $2,500, nonsurety. A nonsurety bond is a written promise to appear with a dollar amount attached; no cash changes hands. The log gives a court date of Sept. 17, the day of the arrests. It does not say how he came to be at the courthouse.
10 a.m., GA 18. Officer Glaude arrested Freeman a second time, under a second incident number, on the same charge: second-degree failure to appear, $2,500 nonsurety, court date Sept. 17.
The log lists both counts as failure to appear on pending charges. An incident number is the department's case number, and these two match Freeman's two earlier Farmington arrests, each on a charge of sixth-degree larceny: March 31 at 1600 Southeast Road, and July 11 at 500 South Road, the address for Westfarms Mall. Under Connecticut law, sixth-degree larceny (C.G.S. 53a-125b) covers theft of property valued at $500 or less.
